How much does the WhatsApp Business API cost in 2026?
Published on
The WhatsApp Business API charges for each delivered message. For Portuguese numbers, a marketing message costs €0.049 and a utility, authentication or service message costs €0.0142. Since 1 October 2026, Meta also charges for service messages, with 1,000 free per month.
Prices checked on 14 October 2026 in Meta's official euro rate card, in force since 1 October 2026. These are list prices, per delivered message. Meta can change them on the first day of each quarter.
How does per-message pricing work?
Since 1 July 2025, Meta charges for each message the business sends that reaches the customer. The base rules are:
- You pay only for what is delivered. A message that is sent but does not reach the recipient is not charged.
- Messages from customers to you are free. Meta only charges for what the business sends.
- The price depends on two factors: the message category and the country code of the recipient's number. If your number is Portuguese and you write to a customer with a Brazilian number, you pay the Brazil rate.
- Portugal is in a region. +351 numbers pay the "Rest of Western Europe" rate, which also includes Austria, Belgium, Denmark, Finland, Ireland, Norway, Sweden and Switzerland.
Meta only changes prices on 1 January, 1 April, 1 July and 1 October. To change the rate of a market, it gives at least one month's notice.
What message categories exist?
Each message has one category and pays one rate. There are two groups.
Templates (models approved by Meta)
You can send them at any time, including to start a conversation. Meta reviews and approves each template before you can use it.
- Marketing: promotions, campaigns, abandoned cart reminders.
- Utility: order confirmations, appointment reminders, updates on a request.
- Authentication: identity verification codes.
Free-form messages (no template)
You can only send them as a reply, within the 24-hour window that opens when the customer writes to you.
- Service: any free-form reply written by you or by another company's AI tool.
- Meta Business Agent: replies generated by Meta's own AI assistant. They cost $2.00 per million tokens. Meta states that one message uses between 20,000 and 25,000 tokens, about 4 to 5 US cents per message.
What changed on 1 October 2026?
Meta started charging again for two types of message that were free:
- Service messages. They were free since 1 November 2024. They now pay the same rate as utility and authentication messages for the destination country, with no volume discounts.
- Utility templates sent within the 24-hour window. They were free since 1 July 2025. An appointment confirmation sent while the conversation is open now pays the utility rate.
For service messages, Meta created a free tier:
- The first 1,000 service messages of each month are free. Charging starts at message 1,001.
- The allowance renews on the first day of each month.
The free window for conversations started by ads that open WhatsApp remains.
How much does each message cost in Portugal?
| Category | Euros per message | Dollars per message |
|---|---|---|
| Marketing | €0.0490 | $0.0592 |
| Utility | €0.0142 | $0.0171 |
| Authentication | €0.0142 | $0.0171 |
| Service | €0.0142 | $0.0171 |
The currency depends on the account: you choose the currency when you create the account and Meta invoices in that currency. For utility and authentication messages, the rate drops when you pass certain monthly volumes.
If you have customers in other countries, the rate changes. Some examples from the same rate card in euros:
| Destination country | Marketing | Utility, authentication and service |
|---|---|---|
| Spain | €0.0585 | €0.0166 |
| France | €0.0712 | €0.0248 |
| United Kingdom | €0.0526 | €0.0182 |
| Germany | €0.1131 | €0.0456 |
| Brazil | €0.0518 | €0.0056 |
Calculation examples
The examples use a single phone number and customers with Portuguese numbers, with no conversations coming from ads.
Customer support by message
You reply to customers and send 2,500 service messages in a month. The first 1,000 are free. You pay 1,500 × €0.0142 = €21.30.
Appointment reminders
You send 300 reminders with a utility template, one day before each session. You pay 300 × €0.0142 = €4.26. Since October, you pay the same amount if the reminder goes out while the conversation is still open.
Campaign to your list
You send a promotion to 600 Portuguese contacts and 200 Brazilian contacts who gave permission to receive it. You pay 600 × €0.049 + 200 × €0.0518 = €29.40 + €10.36 = €39.76.
Added together, these three cases come to €65.32 in a month. To simulate your own numbers, use the WhatsApp cost calculator.
How do you reduce costs?
- Reply in one message. Each delivered message counts. A reply split into three messages costs three times as much after the first 1,000 free ones.
- Use ads that open WhatsApp. When the customer arrives through one of these ads and you reply within 24 hours, marketing, utility, authentication and service messages are not charged during the free entry window. The 24-hour window guide explains how it works.
- Choose the right category. In Portugal, a marketing message costs more than triple a utility message. An appointment reminder is utility, not marketing.
- Send campaigns only to people who asked for them. Each send to someone with no interest costs money and increases blocks and reports. Meta uses this feedback to rate the quality of your templates and can limit your sends.
Does the automation tool include these costs?
No. Tools such as Manychat connect to the Meta API, but Meta invoices the messages separately, in the Billing Hub of your Meta Business account. You add the tool's plan to Meta's cost. The guide how much Manychat costs shows the plans and the guide how to connect Manychat to WhatsApp explains the setup.
What happens to prices from here on?
Meta publishes new rates at least one month before they take effect and only applies them on the first day of a quarter. The next possible date is 1 January 2027. Before you set an annual budget, check the rate card on Meta's pricing page.
